I've been trying to figure out how to replicate X/twitter hashtag model on BlueSky and finally the penny has dropped. There's no need for a dedicate hashtag feature. On X/twitter hashtags and feeds ( searching on hashtags ) are conflated; ...

... for each tag #foo there is a dedicated feed called #foo and the monolithic X/twitter engine links these together. It's inflexible. BlueSky separates these. There is no special meaning ascribed to #foo, it's just text. ...

... When you write a BlueSky Feed you make decisions as to which posts to include, i.e. you create filters on a stream of posts. If I include all posts that contain the string #foo I've essentially replicated X/Twitter hashtag #foo, but I can do so much more...

... I can curate much more precise and targetted Feeds than X/Twitter hashtags could ever be. It means the authoring of Feeds has been delegated to the authors of Feeds. This is powerful!
