			<description>Very good question. I imagine an answer would take quite a bit of study - followed by trial and error - to develop. But if I were tasked with developing one, I might start by looking at France&amp;#39;s approach for the last few generations. It&amp;#39;s been far from a great success, but it&amp;#39;s been one of the few conscious attempts I know of in Europe to create something like a national culture that everyone is expected to adhere to. What has worked there? What hasn&amp;#39;t? Why, and why not? In the meantime, until better policy solutions can be created, I don&amp;#39;t think it is necessarily racist to try to restrict immigration from geographies that have very different cultures (or, rather, cultures that are different in ways that are incompatible) from that of the arrival country, and favour it from those that have more similar (or, rather, compatible) cultures. This might wind up being racist *de facto*, if that is how you define racism, but as long as it&amp;#39;s being driven by culture and not by race, I think that may have to be acceptable.</description>
